    How's your German? Fluent at a high academic-technical standard? The admissions exam for German universities is notoriously difficult, and of course, written at a very high academic standard of German. This, of course, is an admissions exam, not a scholarship exam. Scholarships by examination are very rare these days. Scholarships & other forms of financial aid are scarce, and very hotly contested, especially for foreign students. Most financial aid comes from taxes, therefore restricted to citizens. If you're an Indian citizen, India has scholarships for the country's very best & brightest to study abroad & bring back needed skills. Mostly for grad students now. But check it out if you are a top-notch student. As for which schools are best in your chosen field, research guidebooks on universities for your chosen country/ies (bookstores, amazon, etc). Or do standard internet research/google search. Then study each school's website for complete details on curriculum, costs, student housing, admissions requirements, application procedures, etc.

Australian unis don't have scholarships...Australian students who get 99.95% get a 5k bursary (which is 1/3 of a years fees)....but they are Australian citizens and get much higher than 90% in an Australian level set of exams. Indian students are not as academically good as most Australian students (I taught in unis for 10 years....60% of my students who failed were Indian/Pakistan international students) so there is absolutely no justification for Australians to subsidise students from these countries. Chinese international students however tend to be much better academically and even they cannot get scholarships. The rule of thumb is ( and this is listed many times on the Indian government website about studying in Australia) if you do not have the cash upfront without loans, to study in Australia DO NOT GO.
