If you want to change the entire OS to English then you can only do so on Windows 7 Ultimate or Enterprise. "You can download available language packs by using Windows Update." You will have to buy an upgrade to Windows 7 Ultimate to avoid reformatting. Language packs cannot be installed on Home Basic.
