Can a PC run a game with lower graphics card requirement?

The "minimum requirements" is what they consider the minimum for "playability" in their testing bench. In most cases, that means 30 FPS at lowest settings. Then they sometimes like to bump it up a card so when peoples games suck they can say "you didnt meet system rquirements, that's why" really it is just a suggestion.

You can i do it all the time However it is not recommended because the minimum requirements are what is recommended as the lowest you should have for a good experience of play
