This all depends on what you are fishing for. In northern Puget Sound, Washington, Coho can be seen feeding during significant tide rips on top when the water is moving very fast, choppy and frothy, then Bottom fish such as rock fishes I tend to like the incoming to slack. On the slack I find it is easier to keep my jig on the bottom where the fish are. If the water is moving fast, it is impossible to get your bait where you want it. If you are " poke polling " for eels in California, it has to be a very low tide to get under the rocks and fish the pools. So my answer depends on what you are after. There is something to catch on every tide. Be versitile and fish for differant species and most of all , have fun!

I have always had best luck fishing an incoming high tide. I dont know if this is true for everywhere but it seems best in California
