You must attend the college courses needed for this. Then graduate, then get the license. It is not something you do while a teen. A pharmacy tech does a lot of the things a pharmacist would do, so plan to be 18 at minimum.

I do not recommend going to an expensive adult career college school, you'll pay tons of money in tuition and you will get the same benefit if you just network with people. Stopping by pharmacies when it's not busy, asking your friends, signing up with the state pharmacy association, etc. In most states, to get a technician license, you are not required to go to school. And usually, technician trainee is called a person in a technician externship. Externships are not paid. And most state boards do not require externships. Technician schools will require externships, but again, state boards do not require you to attend technician school to be eligible for a technician license. After getting nationally certified, you can request licensure from your state board of pharmacy. Some states don't even issue technician licenses, just having your national certification is enough. Then with your state technician license, you can apply for jobs as a pharmacy technician. Again, you do not want to be saddle with tons of debt from just going to technician school, you'll have tons of debt from pharmacy school.
