  You need the University expansion pack and then you can go to a community lot and buy a cell phone from a kiosk. You should do this if you are unfamiliar with cheats and how to use them. An easier way is to use a cheat (but you must have the Uni expansion pack installed anyway). The cheat goes like this: 1.Press Ctrl+Shift+C to open up the cheat box. 2. Type in 'Boolprop testingcheatsenabled true' without the inverted commas. Press enter 3. Shift click on your sim 4. From the pie menu, select 'Give cell phone'. Voila! Your sim now has a cell phone!
