What is the most HTML5 compliant browser on Android that can handle 100 open tabs with the least amount of RAM usage?

The browser must be able to allow quickly switching between tabs and must not auto-close them or do a force reload every-time you access a tab. It must either keep them in the memory or cache them while retaining the page state. I am trying to decide between getting a Windows 8 tablet and an Android tablet. I already prefer the Wacom and N-trig based pen input on many Windows 8 tablets and am able to open a 100 tabs on a 2gb ram system on it. But the web apps that I generally use on Android are much better and better usable on Android's touch interfaces. I don't care much about multi-tasking, but Galaxy Note 10's spit-screen is nice to have. I take drawn notes and designs, heavily consume web content and use project management and social apps, among others. Since the price is not a factor, the score is already 1:1, the web browser will decide the 3rd round.

I seems like a pretty big stretch to consider Android for the task at all. Quality of apps is more-or-less a silly argument at this time since Windows 8 is still new, but as you've pointed out, the hardware is there, so it is reasonable to say that the software will come. One of the biggest issues that will come from buying an Android device (that isn't a Nexus) is that you can pretty much count on software updates and improvements never arriving. That's far less of a concern in the Windows world. With the four-part screen splitting coming out in Windows Blue, especially, it seems like Windows is what you're looking for. Although to explicitly answer your question, Chrome is the best browser on Android but it likes to refresh when you open it up after having done a lot of things. I doubt that you'll find anything else near as good that comes close to your requirements.
