When you buy a visa gift card does the money go onto the card?

A card on the rack in the store has zero value. At the cashier, you pay (say) $53, and they activate $50 onto the card. So almost all your money goes onto the card, except for an activation and/or loading fee. Also, some gift cards leak value over time. If I'm giving money, I give cash, it's better - the recipient gets 100% of it, and it doesn't expire. If the gift card is for yourself, the only reason to do that would be if due to age or other reasons, you can't get a bank account with a debit card attached.
