Can a doctor from say, south korea use their medical license to become a licensed doctor in america?

A physician who was trained outside of the United States would need to apply for a license in the state he wished to practice. It is likely that the medical school training from South Korea would be acceptable but the residency (specialty) training would need to be obtained in the US.
