You can call TV stations to get a rate card for the cost of airing commercials at different times, but from there the cost of production entirely depends on what your commercial is. There are some multi-million dollar budget busting commercials out there (you'll see lots during the Superbowl), and there are some which are just a few hundred to a thousand dollars to make. Let me give you this advice - no amount of money can compensate for bad writing. Some of the best ads out there are simple, and inexpensive, but extremely well written. There's this famous TV ad from the early 80's that was anti-littering, and it just had one old Native American man on the side of the road looking at the trash around him with a tear in his eye - that's one actor, one side of the road location, and a simple video camera - and some "special effects" text and voice over at the end. That ad is still famous in the advertising world to this day.
