  I think you're referring to a "trolling" reel. The difference between a trolling reel and a baitcaster is that, well the baitcaster is meant to be cast. The trolling reels purpose (well, the purpose it was made for) is to let line out beside your boat then start trolling. They're just not made with a lighter spool, braking system, etc because they're not meant for it. That being said, you can get a decent cast with one. Just don't look to surf fish from shore with one. Won't get enough distance. 20 or 25 yard cast? Yeah, it will work.
