What frame rate should I edit at if I recorded at 60fps and want to slow to half speed?

    a video editor is not a movie projector, it doesn't have a motor you slow down. Premiere, like all other video programs knows the frame rate of your video file. that doesn't change when you edit. in fact you don't actually set a "frame rate" when editing. if you want a segment to run slow-mo, you extend its time duration, usually by "pulling" on the end of the clip to stretch it out on the time line. anyway the entire concept of setting a "frame rate" only applies to when you publish the edited program.
