nope. it should be a teacher, someone who works for the school system (coach, mentor, counselor, etc.), or a boss at a job/volunteer experience.

No. They do not want personal letters, but if they even accept them the number one rule is that it cannot come from anyone who is related to you. You can use another teacher or another person at the place you volunteer at. For a scholarship you are going to want an academic reference, not a personal one.
