What time is it in Accra,Ghana?

If a clock was sentient, Could it measure some form of time and if it could,what kind of time could it measure?

• clocks dont measure time, whatever clocks measure, we interpret it as  time for our convenience, some hours seem longer than others because our  perception of time would vary(even though the distance moved by the  hand of the clock is same), on the other hand if a clock was sentient  i.e it can experience and be aware of time in the same way a human can.  could it measure time and if it could measure time, what kind of time  could it measure?? another  curious thing is the quantum zeno effect? if the clock was aware of  time and tried to measure time continuously would it freeze up?? would time even pass if there was a clock somewhere that continuously observes and measure time?? what does this speak for clock AI's??

  I am a clock. I am not a terribly precise clock, but I have occasionally played percussive instruments, badly. What comes out of that is a sequence of adequately periodic variations in space-time, used as a meter for some other variations. That is what makes me a clock. I am sentient. I can not prove it to you or anyone, but I think therefore I am. The kind of time I can measure is the kind of time I live in, whatever that means. Whether it is continuous or discrete is beyond the resolution of how finely I can distinguish between two events, so I treat it by difference methods and sometimes think about the integral. I am not sure what you mean by asserting that clocks don't measure time, but I would propose that this is exactly what they do. That human perception deviates from more stable processes every now and again, I believe is more a testament to the limitations of our faculties, rather than the existence of time somehow disjoint from space. But what do I know. I'm just a clock.
