I am assuming this was a letter shipped via the USPS. If so, you should call the post office 1-800-ASK-USPS® (800-275-8777), and ask about it. That this package is showing as at an International service area makes me wonder if there was an issue with customs. Call this number with your tracking info and I'm sure they'll be able to help you more.
