What are the administrative or strategic jobs in the Government which I can try getting into without writing UPSC?

I am keen on knowing if there are any jobs or roles in which I can work in/with the Government which are on a administrative/strategic level ?

Ssc cgl exam, Intelligence bureau! Right now SSC CGL notification is out and the last date to apply is Feb 14th! Through it u can get into central secretariat services where u work under central ministries department including external affairs ministry where u get chance to roam countries round the world!
