Why is it so difficult to "submit a request to create article X" on Wikipedia?

I clicked on a link where I could submit a request but the page it took me to had nothing to do with submitting a request. I actually created a stub and it got deleted the next day. Why is Wikipedia so difficult to use even when you try to follow the rules?

Mostly because the rules are cobbled together by Wikipedians. Nobody ever really listens to the "requested articles" process, so I'm not totally sure why we keep them around. They just end up being enormous piles of redlinks with no context or useful data around them. What would be nice is if there were a simple way to up and downvote proposed articles. RationalWiki has a nice "to-do list" that's sort of a bit like how I'd imagine a good requested articles process.

Because the entire idea of requesting the creation of an article is, IMHO, contrary to the principle of Wikipedia. People write articles about things they are enthusiastic and/or knowledgeable about. They rarely write an article because someone asks them to. The pretty much never sit around thinking "what could I write about today? Oh, let's look at the page with all the requests". Why does Wikipedia have that process, then? Well, I suppose because someone wanted to request the creation of articles, so they made a page for requesting the creation of articles. But the mechanism never really worked. We should just get rid of it. It's sad that your stub got deleted. Would be interesting to know the reasoning. Don't be too put off by this, do try again.
