    I doubt whether you will find a router that offers what you want. You might be better settings up a small computer. I have a VXL Itona Citrix thin client box, that was running WIN CE and the thin client software from a 32 MB SSD. I replaced the SSD with a 4 GB drive and installed a more useful version of Windows and a Web Server. This computer has no fans and relies purely on convection cooling so is absolutely silent, and uses only as much power as a modern low performance laptop. I can leave my web server running without worrying about my electricity bill. Unless your home ISP allocates a static IP address to your home Internet, you will have to sign up to a dynamic DNS service. You will probably have to set any proxy server computer on a static address on your home network, and set up port forwarding on your router. Are there any other proxy servers that you can use? You probably do not need the security of a VPN, and a basic proxy service is probably more than sufficient. Having said all this, what you are attempting is actually illegal. You are attempting to view TV in locations where they are not licensed to operate. I hope this helps.
