  There's always a restaurant that's hiring. Just put in applications and if you get any interviews appear very bubbly, friendly, and cute (but not too annoying). Some people say you need experience to be a waitress, but that's obviously not true because then no one would ever be able to start off as a waitress. Most places do training, even if it's not formal they'll still train you the day you start b/c even people with previous waitress experience will not necessarily be familiar with another restaurants customs and ways of doing things. Also another factor is your age. If you're under 18 you won't be able to waitress at a place that serves alcohol. (So that rules out places like TGI Friday's, Applebees, etc) A lot of Coney Island type places are good. I had no previous waitressing experience (the only job I'd ever had was at Cold Stone Creamery) but I got a job at a place called Leo's Coney Island... not all fancy, so they'll hire you if you're inexperienced, but they're still located downtown in a nice city and still get good busy which = good tips. The casual-yet-popular places to eat will be your best bet.
