This field is more about practicing (doing) than reading. In my opinion anybody can develop a website within a couple days or so using Wordpress. It really depends on what type of websites you want to build. The more complicated the site, the more you have to learn like MYSQL, HTML5, CSS, Javascript, Flash and so on. The skill of graphic design (color, graphics, and so on) comes with experience and after browsing thousands of websites. If you want to develop a simple small business websites (with 5-10 pages) you should definitely use Wordpress to start as it is very easy to build and customizable. I started by copying existing websites I liked from scratch.  I found websites that I thought were beautiful, or interesting, or had cool navigation or whatever, and I basically wireframed and built them out from the ground up.  Kind of like going to the art museum and sketching the Mona Lisa. After a while, I thought--wouldn't it be cool if I could have the navigation elements of this one site, but some of the design elements of this other site, so I started mashing things up when I built them.  That was really useful, because when you're mashing up different styles, you begin to get a feel for what elements work and don't work, and why things are in certain places.  When I build custom websites nowadays, I can go to my mental library of all the things I learned copying stuff and doing mashups, and I just apply the resources I think work best for that situation.
