Why isnt my outboard pumping water?

    Old outboard motors often have this problem, often it is simply a matter of thoroughly cleaning the outlet hole and feed tube, but often you get fouling building up in the impeller housing. Seals should also be checked and replaced. If you can't do the work yourself, any reputable marine engineering company can bring it back to life for you. Happy boating!!

It's got to be something to do witht he impeller. You said its ok, but when was it last replaced? At high speeds its spinning so fast that its doing the job, but failing at low speeds because of weak suction. Its either the impeller, or a gasket/seal inside the housing. Also, some of these impeller pumps have an upper housing too, and many people neglect or ignore that housing which may be the problem. Is the tell tale hole clogged, check that too as well as the intake area, clean that out too.

if impeller is ok and rest of pump? then it can only be pipe restriction on intake or outlet. a decent outboard marine workshop can assist.
