How do I update the Android OS version in Google Play?

Google Play automatically updates itself whenever a new version arrives but incase it's not doing so, you can manually install the new version of the Play Store (3.8.17) by downloading the APK from here http://www.mediafire.com/?wwcqrlfwt8o1gnv Also clear your browser cache along with cookies and other data, as that might be the reason why you're seeing the old version of the Play Store.

Unfortunately all u can do is wait as of now. But you can definitely speed up things by opening up PlayStore from your device. Try downloading some app which you are really wanting to download and require ICS. You must be able to download it without trouble. As far as website goes, that should be updated with current info by now.
