SEO Personal Webpage: What would make a Facebook page rank above the fold on the first page of a Google name search?

Activity (posting publicly on wall and other public actions) likely play a role as well but assuming a less important one in this case since you stated the page doesn't look special.  The domain as a whole carries considerably authority which could also give it a nudge when compared to less known sites.
