You can get an oyster card from any tube station, you just go to the desk to buy a ticket and ask for an oyster card. You have to pay a deposit (It was £3 when I bought an oyster card) and then you can top up however much money you want on it as well.

yes some news agents sell them. The News Agents that do sell them will have the London Transport sign in the window or somewhere on the shop. Also you can get them from the nearest tube station.
