    according to me: a city should be segregated into 4 parts (or more depending upon size) and all factors of that area should be independent from other parts. HOUSING: -strict measures to check population growth -cutting of trees should be compensated by making the developers liable for planting double the no. of plants they have cut and maintenance records for the same WATER: -check flow of rain water and make small ponds (filled with mixture of bricks,sand etc.) to suck water -make rain water harvesting compulsory for every one (small house or big) -supply of water by metered connection (pay as you waste) -subsidy for water treatment plants -clean the rivers and impose LEGAL action if rivers are poisoned by industries/rituals of people (make strict code of conduct) ENERGY: -focus on solar panel/systems (compulsory to big industries to some extent) -remove focus from coal as it is scarce resource -other renewable form of energy TRANSPORTATION: -ban of no. of vehicles an individual can possess -strict action against the pollution creating vehicles -focus on trees (10 vehicles: plant 20 trees) -good quality roads with maintenance teams throughout the year and available on demand Regards, Nitesh Sharma
