Can I claim back the Tax Credit portion of UK dividends if I am a non tax payer?

I understand that tax is deducted from UK Dividends received. Can I claim back this portion if my income is below the personal allowance for the tax year 2012/13?

No. It is a credit against any tax you might need to pay in the tax year, so if you don't pay tax, you can't use the credit. Bit like a coupon to stuff in a supermarket - if you don't buy anything, you can't get the benefit of the coupon.
