Answer:
It used to be that way back in the '70's and '80's. Kindergarten was optional. Grades 1-6 were elementary grades. 7-12 was high school. The American system has been "dumbed down". I guess the children now need more elementary school to get ready for high school. The American system doesn't work very well.
