  Main reason pictures are soft is a poor lens or camera shake. Use a good camera, with a good lens. Use a tripod. Contrary to popular belief, digital sharpening in programs like photoshop don't actually make the picture sharper, it increases the edge contrast. This makes the image appear sharper. It is not possible to change the sharpness of the pixels in a digital shot any more than it was to change the grain in a traditional film shot. But there are tricks to make it look sharper, and sharpening (Unsharp Mask in Photoshop) and glossy paper in traditional printing is one of them. As to the clarity, an image, no matter how well shot, can always be cleaned up a bit in Photoshop using Levels or Curves, which gets rid of the grey mud that seems to be on the source file (you probably won't notice it until you've used this technique.) GIMP will also allow you to do this. You can buy Paint, Photoshop Elements or similar programs, or download GIMP (free).
