If you connect to a cable box or satellite receiver, you are using the tuners in those boxes. Full HD, they way you are asking has two possible meanings. The most common meaning these days is the TV can handle a full 1080p signal. However, within the context of your question, I think they just mean the TV has a HD tuner built in. Don't go with some of the off brands that you have never heard of. I prefer Sony, but any of the common ones you are used to seeing are also pretty good. You do get what you pay for.

stephen is absolutely right. i will also second what he said about brands. do not buy low cost, low quality crap like vizio, olevia, westinghouse, or dynex. not only will the big name brands (Samsung, Sony, LG, Sharp) blow them away in terms of the picture, but the after the sale support for many of the bargain basement brands is basically nill. it's always better to pay more for a better quality item than to have to buy a crap item, have it break in 6 months and then go back for the quality item.
