What technology stack do I use for a device, browser and OS agnostic application?

• Hello, I have developed a concept which needs to be made available to users in the same way using responsive design on their smart devices and computers irrespective of the browser and OS they use. So lets say that a particular user is logging on to my website on IE from a PC, then he should also be able to access it via a iPhone-responsive design from his iPhone /iOS on the Safari browser and the same way using a Chrome browser in a Samsung Android device. Of course, the look and feel can be determined by the device using ultra responsive design. What technology stack and languages do you suggest I have my developers use? My preference will be to have as much open source code as possible. Thanks in advance

  Split it into client-side code and server-side code. Client-side I recommend Twitter Bootstrap for your responsive UI (it can be themed) with something like Angular.js or Backbone.js to promote good development standards. It won't matter what language the server is coded in as long as it provides a RESTful api since then you can communicate to/from the server using JSON.
