    Everyone has given you really good answers, but I just wanted to add, when your looking for places to study, at 18 you should be looking for universities and not colleges In England at least (in ot sure about Scotland nor NI, colleges are for 16-18 yr olds, and from 18 for a degree or what ever the institute is called university. To get a student visa you'd have to know where you want to study, so it might help when your googling, AND don't just think England = London. There are lots of other cities, all slightly cheaper too. Really depends on what you want to study too.

Unless you already have a job offer the chances of you getting a work permit are very slim- you are only 18, so i do not thinlk ( but I could be wrong) that you fall into the category of highly skilled labour.
