How can I become a paralegal if everyone wants an experience paralegal?

You need to apply for entry-level jobs, like a file clerk. Very few firms will hire without law firm experience. I am in a paralegal program now, and I am currently looking for entry-level jobs. The schools seem to want to keep this a secret, but you have to have 2 years of experience, at least, for many places. There are paralegals in my class who want the degree to move on to other jobs, and they all had to work their way up. My professor has hinted at it, but she has not really came out and said we need experience. It is a shame, because I have yet to see a job ad that says they will train. I have a BA and it still does not matter-experience does. Only one of the paralegals in my class has a degree of any kind. But getting the degree is still important, because more employers are asking for it. Start looking everywhere, and try some temp agencies. Does your school have an internship? We have to do one for a full semester, and sometimes they will hire you after you have completed the internship (mine will come at the very end of the program).
