  • Answer:

Safest ( not only in the monsoon aspect ) is Ladakh and the other areas beyond the monsoon shadow in the Himalayas. In the foothills on the way there you see alot of rain , and living in Dharamsala at this time means accepting that clothes basically never really dry. There are compensations , views are stunning in the clear air after the rain, and sharing umbrellas.. On the dramatic side , roads do go out from time to time : not a a major danger , but you need to allow time margins. This is said after you accept the realities of Indian traffic : India has 1% of the planets cars ..and 10 % of the death casualties. In some extremes monsoon affects trains and planes as well : in ´05 I arrived in Shimla by the first train in a long while after a flash flood had taken out a stretch of the tracks and a station house, and I think it was two years back it was impossible to land in Mumbai , who had a foot or so of water on the runways for a short while .

Go for the northern areas - they get less rain. Rajasthan is great. This is also a good time to see areas inaccessible other times of the year, like Ganga springs etc.

you dont hav to worry about this till u come to india. we people here are used to such situations. politicians here, do not focus on issues related with normal health. but they keep discussing them for eternity.... if u r planning to come and roam in india. i wil suggest u to visit RAJASTHAN {its beautiful area to visit}, KONKAN REGION {maharashtra}, and dont try to roam in the line of GANGA RIVER during monsoon, its terrible there. south of india is also better option. so basically u hv to focus on travelling in hilly areas. best luck. india is incredible, beautiful. dont go on wht people write and not even on statistics. to feel india's beauty u hv to come here. welcome to india.
