To make it simple and clear: engineer visa for bachelor degree holders only. It's a company's descretion to apply (NOT to provide) for any visa but it's MoL which has to give the approval:) Of course you can work as an engineer without having the degree yet but as mentioned before, you won't get the "right" visa, not the benefits of the same and last but not least the proper salary.
