Would a printers be able to reproduce an out of print board game from a pdf scan of the board/cards?

The answer is definitely and unequivocally... maybe. It won't be of the quality that the original game was, second generation copy and all that, and a copy shop should be able to help you print pieces on heavy card stock as well as print other stuff on more common paper. There would be a lot of DIY there, I'd imagine.
