Is an internet connection required to install DirecTV service?

No, internet is not required neither is a phone line. All apartments have rules for satellite cable. Some allow it and some don't. The ones that do always have rules where the satellite can be installed. Hope you got permission from the landlord first. If you did make sure the installer follows the rules of the apartment for installs
