Can you put a GPS tracker on a cell phone and not be able to know it's there?

Phones already have gps, for a fact, people may not want to admit it but they purposely track your whereabouts even as I'm typing this message from my iPhone the government and illuminati are reading what I'm writing making sure I'm a "good boy" there are times when your phone will here u say a specific keyword and it will record what u are saying and send it back for review to the government, so yes it's possible u just need to have the right computer software and be a genius I guess lock In on someone's phone signal to be able to track them, but I'm sure this is a federal crime :/ (because even when a phone is 'not in use' the phone is always thinking and always giving of a signal)
