Where can I learn the basics of web design and building websites?

Please be specific about your domain of interest. Designing includes many things. If you're trying to be a good 2D drawing artist, I would recommend the youtube channel Draw with Jazza. He is very good with beginner and even advanced level drawing stuff. If you are more into User Interface, try http://ux.stackexchange.com. You will find a lot of resources there. Update: The answer was written for another question and since the newer question is somewhat different, I think I need to provide more details. Website UI development is done using HTML and CSS. Sometimes JavaScript/jQuery are used for complex animations. If you want to learn them, w3school is the best way. You can pick up a Headfirst book on HTML and CSS. http://codecademy.com should be the best site. Reasons :- They provide a well structured and easy to follow procedure. Starting from the basics you will gradually get to work on some very important concepts and latest technologies. Moreover, you will learn these concepts building a live project as an example. Once you get acquainted you can also take courses of related frameworks as well and  will get to know how all the things together make magic happen. Happy coding!!

There are many, many free resources on the internet. You can check out youtube for tutorial or http://www.w3schools.com/html/ if you're a complete beginner.
