Is there a site where I can pay an annual fee then self publish ios & android apps for a onetime fee, rather than hire a developer, i already have the apps, i just need to compile the xcode and submit to the itunes store and google play?

I agree with Andy - and add that Without a developer involved this is a pretty high risk activity (in terms of failure in the submission process). For example Apple changes the requirements for compilation on a pretty regular basis. Not doing so will mean rejection.

I'm a bit confused by your question. Have you searched on the internet for this? There's literally a TON to of tutorials. But here's the gist: For iOS you have to go to Apple's website, sign up as a developer and pay the one time $99 fee. Then wrote your app in XCode using the Objective-C language. From there you can probably figure out the rest. For Android / Google you first need to go to the Android developer site and download the Android SDK. From there you need to code your app in the Java language. After that just google how to submit your app to the Google Play Store. Just to clarify, you cannot use the same code or the same compiled code to submit apps for the Apple App Store and the Google Play Store because one is written in Java and the other is written in objective-c.
