Have you tried having the battery taken out while plugged in? Make sure that your charger is functioning too. Try blowing into the connectors of the charger. If your PSP is plugged in while there is no battery, and it still doesn't turn on, then your PSP may have shorted out on something. Sometimes they get really hot when using simple things like the internet, and that might be something.

the battery could be dead (meaning it has no energy left and can't be charged anymore). if you haven't had it for long, try rebooting the internet, and turning off the internet switch on the psp
