Does anyone believe that Halo 3 will evuntally come out for the PC? The same thing happened for Halo 2 and Combat Evovled.

Yes it will. Microsoft will wait until the Xbox360 exclusivity runs out and then release it for windows. That's what happened with Halo and Halo 2.
