you can try this to another computer apart from yours. you had better clear the history, temporary internet files, web history from your pc, restart it and then try to change your profile picture.hope it'll work.

i think, problem with pc. try on mobile, option under a pic to make it pro pic. easiest way...

Have you tried hovering ur mouse over ur pic? It should say edit profile pic or something similar to that. Click on it and upload ur new pic. That should work. :)
