Nope. They may be signed in but they are 'invisible' to everyone or just those they select. It would be a privacy issue if you ran something like that and MSN caught you\detected you doing it.

nop, but there are many sites as block checkers they wont work on status thought once a person appears offline it'll show that they are offline..
