What is the best way to learn english at home ?

    I'm a foreigner ( German ) and had to learn English by living in the US, now I speak AP and IB level English and better than your average native speaker. I think a good way to get started is by watching TV in order to improve understanding and pronunciation. If you already have that down and want to just improve vocabulary and perhaps writing skills then reading a book is a good idea. Try outlining words you don't know and memorizing them after you have compiled a list of new vocab. That should get you at least to a honors high school level. After that analyzing literature would be the next step.
