u can apply study visa , you can easily get visa for Dubai. Am also apply study visa last year from pakistan & now am here in Dubai.

You can try thru embassy only , because as of now it is no longer possible to get tourist visa for low skilled professions (technician + nurse). But no harm in trying thru a travel agent , just don't pay money until he is able to confirm your eligibility. But for sure you do not qualify for on-arrival visa right now.
