I have 0.99$ iTunes store credit but can't buy an app that cost 0.99$?

I have exactly 99 cent store credit on the app store, and this app 360 Panorama cost just that 0.99$ but when I buy it, a pop up appears and says 'Insufficient store credit'? ...show more

Because they charge 6 cents of taxes. I bought Doodle Jump and this is what the receipt said "Subtotal: $0.99 Tax: $0.06 Order Total: $1.05"
