1) Perhaps your remote control button is stuck on scroll down. Turn off the TV and and put the remote in a box or in another room. Then turn on the TV with the front panel control. If the menu still scrolls, try pressing the menu control buttons on the TV. If that doesn't work, then return the set for a replacement. For the others, they may be a result of the defect causing the scrolling. If you cannot access the menu then you cannot select the DVD input or scan for channels. If you can't scan for channels, you will not be able to receive off-the-air TV.
