What is the meaning of a fire ship?

If a ship's emergency fire pump is not working and the ship is approaching the US, will the US Coast Guard permit the ship to enter US waters?

Especially when the ship has informed the USCG well in advance regarding the problem.

Navigation and Vessel Inspection Circular 06-03 (March 27, 2007) - Coast Guard Port State Control Targeting and Examination Policy for Vessel Security and Safety at (http://www.uscg.mil/hq/cg5/nvic/pdf/2003/NAVIC06_03_Ch2.pdf) appears to give the Coast Guard wide leeway in denying port entry based on ship deficiencies.
