If you want to get a book published by a publishing house, your age doesn't matter. What you submit doesn't have to be 'good for a 13 year old', it has to be 'good for anyone'. Your work will stand or fail on it's own merit. Publishers do not accept books from authors directly. You need to get a literary agent to submit your work for you. That doesn't cost anything, but literary agents only take on a few new clients a year. It can be very hard to convince one your work is worth their time, and again, that only depends on the quality of your work.
