You shouldn't have to pay to be listed on any search engine. The major search engines trawl the web LOOKING for links, that's what they do. If they find your link they will index you. If the process seems too slow, use the submission tool they supply themselves. Do not pay for search engine submission, it's a complete rip-off.

I'd be skeptical about most of the comments and I'd be skeptical about any service saying your can advertise for free on there search engine. You don't really care about any of the junk search engines anyway. Google and Yahoo are the good main ones. Try Google adwords. Its not free but you pay per click and you bid on what you want to pay. I wont go into details here, as there are to many. Just search for Ad Words.
